February 2, the city of Saint-Denis has submitted its application to integrate the experiment on rent control in the Overseas Territories provided for by the law of June 13, 2025, known as the “Bélim law”.
A law that allows the State to implement, on an experimental basis and in voluntary territories, a system for limiting rents in the private rental stock. A study will then determine a reference rent per zone. When signing a new lease and if the amount exceeds the reference rent by 20%, then the tenant can contact the Departmental Conciliation Commission in order to obtain its revision. “In Saint-Denis, the pressure on housing is particularly marked”, justifies the municipality. “The territory has nearly 10,000 applications pending on its social rental portfolio, reflecting the difficulties encountered by many households in accessing suitable and financially sustainable housing. »
