After Chido,emergency measures for reconstruction

Parliament must adopt the emergency law aimed at facilitating the reconstruction of Mayotte in early February, devastated by Cyclone Chido on December 14, by removing certain regulatory obstacles. The bill was adopted on January 14 by the National Assembly before being sent to the Senate. It provides for the appointment of a “reconstruction coordinating operator”, the possibility for the State to take charge of the reconstruction of school buildings dependent on communities and the creation of temporary accommodation for disaster victims. A bill intended to reduce land rights in Mayotte will also be examined in February and a draft program law, containing longer term measures, is announced for March.

The majority added value produced by groups

Like in Reunion, In December, INSEE published its annual study on the creation of added value in Mayotte, in the commercial sector, excluding agriculture and financial activities. INSEE now distinguishes between “legal units” (companies) and “companies”, which may include several companies in different territories. In 2022, 5,750 legal units with their head office in Mayotte created added value of 910 million euros, for a turnover of 3,1 billion euros. Among these legal units, 95% are independent, but generated barely more than half of the total value added. The other 270 legal units alone generated the other half. Half of them are part of groups headquartered in Mayotte ; they are at the origin of 20% of the overall added value. The others are integrated into companies with their head office elsewhere in France and create 27% of the total added value.. Among the latter, 55 are held by structures located in Reunion Island, but they only create 4% of the total added value.

Decline in births in 2023

The demographic report drawn up by INSEE for 2023 once again demonstrates the weight of immigration on Mahorese realities. In 2023, 10,280 children were born to mothers living in Mayotte. The number of births has fallen, after the record level of 2022, with 500 fewer babies in one year (-5 %). Nevertheless, fertility remains high with 4,5 children per woman. Three quarters of babies born in 2023 have a foreign mother, often Comorian, but more than one in two has at least one French parent. Mothers are on average younger than at the national level : the average age at motherhood is 28,0 years versus 30,8 years at national level. Mortality is stable, with 960 deaths in 2023. The natural balance, difference between births and deaths, therefore decreases to 9,320 people, but remains above its 2019 level, before the health crisis.
