Your company established in France or abroad may be affected by international mobility when it sends an employee abroad. How to ensure that they remain affiliated to their country of origin for their Social Security ? Explanations from the Human Resources working group of the Absoluce accountant network.
There are many questions that arise : what legislation applies ? Where to contribute ? What are the formalities ? Which forms to use ? In order to facilitate the mobility of salaried workers abroad, France provides for social security provisions. Depending on whether they work in a particular Member State, these employees can, under certain conditions, remain affiliated to the Social Security of their country of origin thanks to secondment and pluriactivity schemes. The mobility of salaried workers is now managed by UrssafNational Fund (international mobility service) with the establishment of a new online service, Ilass (Instruction of the legislation applicable to Social Security), which makes it possible to automate the instruction and issuance of the following certificates : A1 certificate for EEA countries, Switzerland and the United Kingdom ; bilateral certificates for the 41 countries or TOMs having signed a social protection agreement with France ; certificate of maintenance with French Social Security for other countries.
The Ilass replaced the old DAE service in 2022 (Secondment abroad) and is accessible on the website mon-entreprise.fr. After completing the online form, it must be signed and sent by email to mobilite-internationale@urssaf.fr.
New features
Several features facilitate business procedures. An interactive online form guides companies in their application without the necessary prerequisite of legal knowledge. ILASS gives you the opportunity to make a request, whatever the country, the duration or nature of an employee’s activity abroad. The selection of employees is done directly from the last DSN or DPAE (last two months) and the pre-filling of their personal information is automatic. The certificate is made available to the employee instantly if the conditions of issue are met.. The progress of processing is monitored via email notifications if additional analysis is necessary. Currently the Ilass application does not allow automated consideration of mission cancellation or early return situations..
