“The State is the leader in cybersecurity policy with the national information systems security agency (TRAP), attached to the services of the Prime Minister », underlined the prefect of Reunion, Jerome Filippini, during a press conference, April 22. In this sense, the State supports economic players and communities in strengthening their IT security and responding to incidents..
Has the time come for general mobilization against cyber-malvolence in Reunion Island? ? The month of April 2024 should then be marked with a white stone. First of all, two important initiatives from the private sector were announced : the creation, by the Reunion cybersecurity company Youtell, of the first general IT security label (Cyberresponse) accessible to VSE-SMEs and the launch of the first cybersecurity training courses from the SFR Business Cyber Academy *. April 22, these are the public authorities, State and Region Réunion, who highlighted existing and future measures in the face of the developing cyber threat. Example : implemented in Réunion by the regional public establishment Réunion THD, the ANSSI MonAideCyber system, intended for businesses, associations and communities wishing to benefit from a cyber vulnerability diagnosis, was the subject of a first deployment, the 2 from, at the Mémona-Hintermann-Afféjee high school in Saint-Denis. Without forgetting the two awareness workshops organized, also in April, by the CCI Réunion for its nationals, with the participation of Orange Cyberdefense and Réunion THD.
A time ripe for attacks
Cyberattacks are on the rise, internationally and nationally, and Reunion Island are no exception to this trend. The North University Hospital Center, in Saint-Denis, the municipality of Saint-Philippe and several companies were victims in 2023 and at the start of 2024, causing significant financial damage. In the meeting, 14 incidents were reported to the national information systems security agency (TRAP) in 2023, against 11 in 2022, figure much lower than the actual number of cyberattacks since many entities are unaware of or do not report cyberattacks. These attacks take various forms : ransomware, denial of service, phishing, identity theft, theft of personal data…, and concern various actors : companies, communities, administrations, associations, individuals. This year, with the European elections and the Olympic and Paralympic games, France is particularly exposed.
S’informer, prepare and protect yourself
Faced with the increase in cyberattacks on the territory, the prefect of Reunion, made a point of raising awareness among all users of the presence of this risk, so that everyone takes the necessary measures to prevent and protect themselves by adopting the right reflexes : antivirus, password security, VPN, regular data backup, etc. Prevention work is carried out particularly among students, associations and businesses by the national police and the national gendarmerie, who also carry out cyber awareness and diagnostics with communities (seven municipalities since 2022). ANSSI provides communities and businesses with digital security training and tools, like MyCyberHelp, as well as guides, to develop their digital security. Twenty-one structures in Reunion have benefited from an increase in cybersecurity skills thanks to the “cybersecurity pathway” system.. Funding for tools and training is also offered by ANSSI, which deployed a call for projects as part of France 2030 aimed at supporting the security of networks, with a subsidy rate of up to 70%.

ONLINE INFORMATION
The State offers two complementary websites to develop its cybersecurity skills and strengthen IT security. Au menu, from the documentation, as well as training and support tools :
– for individuals, associations, TPE, etc. : www.cybermalveillance.gouv.fr ;
– for large companies and communities : www.cyber.gouv.fr.
A REGIONAL CYBERSECURITY RESOURCE CENTER
The European Union and the State are financing the creation of a cybersecurity resource center supported by the regional council via the public establishment Réunion THD. It will allow, at the end of 2024, to support communities and VSE-SMEs in securing their networks and responding to incidents with, especially, the creation of a Cyber Samu (a telephone number to call in case of emergency), as they already exist in several metropolitan regions. In addition to incident response, this cybersecurity resource center will have the mission of raising awareness, training and support for local projects aimed at structuring and developing supply and demand in cybersecurity.

NATIONAL GENDARMERY AND POLICE ON THE CYBER FRONT
In case of attack, one of the first steps to take is to file a complaint.
Too few attacks are known to public authorities, WHICH MINIMIZES AWARENESS OF RISK.
This process is particularly necessary in order to be able to pursue the perpetrators and is often mandatory in order to benefit from compensation from your insurer.. In the meeting, the national gendarmerie has a branch dedicated to the fight against digital crime, with expert investigators particularly in financial technology and cyber defense of VSE-SMEs. Within the national police of Reunion, a branch of the anti-cybercrime office was created at the beginning of 2024 and will have seven people assigned to handling cyberattacks, online child pornography offenses or even identity theft cases on the Internet. otherwise, in the event of a cyber attack, the State provides two support platforms :
– the ANSSI CERT-FR platform, reachable seven days a week, 24 hours a day by telephone at +33 (0)9 70 83 32 18 or by e-mail via cert-fr@ssi.gouv.fr ;
– the Cybermalvaillance platform : https://www.cybermalveillance.gouv.fr/ Finally, it is also appropriate to contact the National Commission for Information Technology and Freedom (CNIL) in the event of a personal data breach.
