Real estate : An under-exploited potential

For the first time, Inovista devoted a study to public real estate in Reunion. Its results were presented at the end of April to more than 80 community representatives, public establishments and state services.

“With this meeting, Inovista intends to contribute to collective awareness and the dissemination of a more ambitious and more structured public real estate culture.", indicates the company specializing in corporate real estate management. With nearly 7,000 buildings, public establishments in fact hold land and building assets representing an area four to five times greater than that of private business real estate on the island.. The uses of these buildings are varied, ranging from offices to homes, passing through educational establishments, hospital structures, leisure spaces… the undeveloped land held by public establishments is also significant, covering approximately 84,000 hectares. It is mainly composed of natural and agricultural areas, but also has potentially urbanizable spaces. At the same time, Inovista notes the reduction in budgetary room for maneuver, with a drop of more than 30% in overall operating allocations in ten years, on national average. “In this context, the valorization of existing assets becomes an essential self-financing lever”, estimates the company of Vincent Le Baliner, which proposes to explore several avenues of action. The valorization of vacant or poorly used premises, often located in the heart of the city, could in particular generate revenue, host activities or relocate public services. The renovation of the existing park also appears essential : more than 2,000 public buildings of more than 1,000 m², often aging, are recorded in Reunion. Improving their energy performance is also becoming urgent, as part of the Eco Energy Tertiary system, which requires a 40% reduction in consumption by 2030. Or, few audits have been launched so far. Inovista finally recommends the optimization of public land, including more than 71 hectares of free and urbanizable land held by the departmental council, including the surfaces of the rear port area.
