Towards a supervision of rents overseas

A bill "experimenting with the supervision of rents and improving habitat in the overseas" filed by the socialist senator Reunion Audrey Bélim, adopted in the Senate in March, must be discussed on June 5 in the National Assembly.

The objective of the text is to experiment for five years a supervision of private rents in the municipalities classified in "stretch zone". In Reunion, The in-between, Ownership, The Port, The Stamp, St Denis, Sainte-Marie, Saint Louis, Saint-Paul and Saint-Pierre are part of it. Supervision would block higher rents of more than 20 % to a defined reference amount according to market prices. The supervision of rents is possible in mainland France since the voting in 2018 of the "Elan" law, which is not applicable overseas. The bill has a second part, aimed at creating local committees authorized to accept the implementation on the territory of building materials not presenting the CE brand. This possibility, long -required by construction professionals, would allow a supply as close as possible to the ultramarine territories - South Africa, For example, For Reunion - as long as the quality of the materials is validated and their importation does not threaten equivalent local productions.
