During its plenary assembly of September 29, the Price Observatory, margins and income formulated two main proposals aimed at reducing the impact of dock dues on consumer prices in Reunion.

The first is to extract dock dues from the product value chain. " Currently, dock dues are integrated and diluted in the price formation chain, particularly in terms of calculating margins and VAT paid by the end customer, notes the Observatory. It therefore increases its value at each stage, its impact is all the more important as the chain is long and the margin rates applied are significant. » The second proposal consists of replacing the dock dues with a regional VAT, managed by the Region. This tax “could fulfill the same missions as dock dues while erasing certain negative aspects of the current system”, estimates the OPMR. For this alternative to work, However, various conditions must be respected : “Clearly identify regional VAT revenue, which must not be mixed with national VAT, require the same local management autonomy as for dock dues, set rates guaranteeing the same tax yield for communities, the development of local production and an absence of inflationary impact on prices. »
