A total to date to date of 36 innovative industrial projects in connection with the ecological transition have been selected as part of the Territis Industry component of Reunion Plan, including 18 already funded and 18 awaiting funding. A year after the launch of the first calls for projects, A encrypted step shows that, On all the flaps of the recovery plan, Public actors, Associative and private Reunionese, answered present.

The overall recovery envelope on Reunion territory was 300 million euros in mid-September. Among which 54 million tax decreases for companies (6,000 companies benefit from this aid in favor of productivity), a hundred million dedicated to employment and training (learning contracts, Jobs, hiring assistance) and 150 million intended for responses to calls for projects divided between public actors and private companies, the latter, especially within the framework of the Territis Industry system. The three major themes of recovery are the ecological transition, competitiveness and social cohesion. The ecological transition materializes in particular in the thermal renovation of 53 state buildings in Reunion up to 39 million euros. Almost all thermal renovation projects are initiated. In particular the main project (20 million euros) affecting the premises of state services located in Providence. Five local communities are also accompanied as part of the recovery plan : 10 million support the energy renovation of communal and departmental buildings, mainly schools and colleges. Sainte-Rose for the renovation of the School of Center Bourg and Saint-Louis for the creation of a school on the ZAC Avenir, responded and obtained aid. For the benefit of intermunicipalities, 10 million euros support projects to improve water and sanitation networks. The prefecture sets itself the objective of seeing engaged by the end of the year 70 % of the sums notified to project leaders, knowing that payments can be made until the end of 2023.

Thermal renovation of the building at the heart of the projects
On the private project part, Four million euros will support the thermal renovation of 160 social housing units to avirons, in Saint-Louis and Saint-Denis. The rehabilitation of urban wasteland is also relevant : France Rangement brings four million to projects representing a total of 42 million investment. For exemple, The conversion of the craft center of the Bois de la Rivière Saint-Louis has an accompaniment up to 800,000 euros. We can also cite the Camélias project in Saint-Denis : the destruction of 137 dwellings to rebuild 120. Or the renovation project of the House of Engineers at the port, also supported by the recovery plan.

Success of the Territis Industry system
On the Industry Territory component, 18 business projects share 7 million support for an overall investment amount of 35 million. The lever effect of state aid worked well. The beneficiary receives 50 % of the aid to launch the project and, After work and equipment, on invoices, the remaining 50 %. 18 other projects selected are awaiting funding. The endowment intended for industry territory having been exhausted in June, The prefecture has chosen to maintain the call for projects open with a view to the rehabilitation of funds which must intervene soon. Various agricultural projects have also benefited from the recovery plan for 9,5 million euros. An association of the University of Reunion will be able to create a shared garden at the foot of the city U. Twenty-one associative projects in favor of social and professional integration responded to the call for projects of the social cohesion aspect. Overall support amounts to 2,6 million euros. Example : A project to delivery of baskets meal to the plain of cafres for isolated people. A project for supporting families in the maintenance and improvement of housing. On this component, The funding of the recovery plan is between 60,000 and 150,000 euros per project

Three questions to Gilbert Manciet, sub-prefect for recovery
Is the call for projects on the industry closed ?

Although the first line of funds was exhausted in June, We made the choice to keep the counter open to Reunion. All project leaders who have submitted a file since June have been warned. We have 18 projects awaiting funding. The Prime Minister announced a 1,50 million euros subscription, We are waiting to know which envelope Reunion will have. We will then see if we can support all the projects. If this is not the case, We will see if we can benefit from other aids. The important thing is to have mature projects to support in one way or another. All this is done in transparency and confidence.

The response of public and private actors Reunion to calls for projects was up to your expectations ?

Yes. We went up to date all together. To take only the only example of the industry, Only one project leader realized, At the time of financial editing with its banks, that he wouldn't succeed. He had the honesty to warn us and withdrew from the system., Everything happened in the greatest transparency.

Gilbert Manciet, sub-prefect for recovery

Sub-prefect for recovery, You are the host of the recovery systems. It is a somewhat unprecedented function in the administration. Do you draw lessons on how to exercise public action ?

This question is very interesting. I will summarize it in one sentence in my own way : I don't get bored ! All this research and this construction of partnerships, with institutions, public or private economic operators, with local communities, with state services, permanent exchange with project leaders, to listen to them, accompany them, find solutions, It gives a lot of meaning to our work. The time is to follow up on projects. This support is not the simplest, But it is necessary. All funded projects must go to the end. The teaching of experience that I withdraw from it, It is that we should keep this collective dynamic beyond the recovery plan, in particular the shared approach to projects with the Region and the Department.
